INTRODUCTION LBDA’s Jurisdiction An Act of Parliament, Cap 442, established the Lake Basin Development Authority (LBDA) in 1979. The Act give it the mandate to undertake overall planning, co-ordination, implementation, monitoring and evaluation of development projects and programmes in its area of jurisdiction. It accomplishes this mandate by utilizing the abundant resources in the region for socio-economic development. The LBDA's area of jurisdiction covers the entire catchments areas of the major rivers which drain into Lake Victoria on the Kenyan side. The area measures 39,000 sq km exclusive of the 4,000 sq km of the waters of Lake Victoria. It encompasses Nyanza, Western and Rift Valley Provinces with the population of over 12 million people.
